The more megapixels a camera phone has, the better the picture should be (the keyword being should). The Nokia N95 is one of the leaders in terms of having the most megapixels with a 5.
Other phones up there in terms of metapixels are the Sony Ericsson k790a, the Sony Ericsson k800i, the Samsung a990, and the Nokia n73. Each of the aforementioned phones has 3.2 megapixels.
